Fire Chiefs' Toolbox

Module 1 - Chiefs Concerns

    This module looks at what it takes to begin the journey of being a chief officer. This is accomplished through discussion of the Chief's toolbox program, leadership roles and qualities, change management, goal setting, and resources. Throughout the session participants are encouraged to openly express their concerns and to share their solutions and experiences.
Module 2 - Governance, Expectations and Current Assessments

    Through discussion, this module identifies the ways in which a fire department may be organized, what are the roles, responsibilities and expectations of leadership, the advantages of performing community risk assessment, and self assessment.
Module 3 - Legal Aspects

      This module presents an opportunity to learn the basics regarding laws, rules and regulations that affect the fire service. It also identifies areas where we have high liability exposure coupled with methods and strategies to anticipate, prevent and reduce legal risks.
Module 4 - Planning and Decision Making
 
      During discussion of the module, the student will be able to identfy the significance of information management in effective decision making, and be able to understand the role of planning during regular and emergency operations. Participants will also be able to discuss the development of a mission statement, goals, objectives, policies and procedures.
Module 5 - Finances

    This module presents a discussion of a variety of topics related to municipal budgeting. Participants will be able to gain an understanding of the budget process, learn to develop financial strategies, identify funding sources and review methods to control the budget during the fiscal year including the audit process. In addition participants will have an opportunity to discuss bidding and purchasing procedures.
Module 6 - Recruitment and Retention

    This module addresses elements of effective recruitment and identifies factors that relate to retention of quality personnel. Participants will be able to discuss a variety of issues regarding the structure of recruitment programs, job descriptions, selection processes, and topics related to management and motivation of existing personnel.
Module 7 - Managing People

    In this module, participants will be able to discuss various aspects of management styles, considerations related to delegation, the essential elements of performance evaluations, and the fine points regarding discipline programs. Promotional processes and the chief officer's role in health and safety will be additional topics for discussions.
Module 8 - Training, Education and Professional Development

    Through open discussion module 7 gets to the core of successful emergency service delivery. This module will address training systems including minimum requirements, development of programs, and the essentials of program management. Participants will also be able to address methods of professional development for all personnel in their organization.           
Module 9 - "Public" Relations

    This module brings to light the importance of marketing and lobbying for the needs of your organization. Through discussion, participants will identfiy techniques to promote a positive image bringing successful results in the accomplishment of the department's mission.
