If you are a fire chief officer and want to understand, ask question, or just listen/ learn about the Oregon property tax system including urban renewal districts and enterprise zones- don’t miss this year’s OFCA Spring Conference Post-Conference Event.

The Oregon Fire Chiefs Association is excited to offer an exceptional OFCA Post-Conference Event. First started two years ago, the OFCA recognized the idea to offer a special small group discussion on a specific topic area.

Please consider attending this year’s event to engage in a deep discussion that will explain the State of Oregon tax system, urban renewal districts, and enterprise zones.

We have invited the leading experts and the best in the state of Oregon to teach and discuss all a fire chief needs to know about property taxes, urban renewal districts and enterprise zones- how do all of these play a role in the revenue fire departments receive to build their respective budgets and provide service.

Our two guest speakers will present on their areas of expertise and then facilitate a roundtable discussion allowing for an extensive question and answer period. This is an exceptional opportunity to ask specific questions and listen to your peers share and ask questions.

Chief Russell Deboodt holds a Masters of Business Administration from Oregon State University and serves as Division Chief / Fire Marshal for Crook County Fire & Rescue in Prineville, Oregon. In this role, he oversees fire prevention, life safety, code enforcement, and community risk reduction programs, helping ensure public safety while supporting responsible development and regulatory compliance across the district.

Prior to joining Crook County Fire & Rescue, Chief Deboodt served as the Economic Development Manager for Prineville and Crook County, where he worked closely with public and private sector partners to advance strategic economic initiatives, support business recruitment and expansion, and strengthen the region’s long-term economic vitality. His work focused on building collaborative partnerships and aligning infrastructure, policy, and development strategies to support sustainable community growth.

With professional experience spanning public safety leadership, economic development, and business administration,Chief Deboodt brings a strategic and solutions-oriented perspective to complex organizational and community challenges. He is committed to strengthening resilient communities through effective governance, collaborative leadership, and forward-looking planning.

Scot Langton has served as the Deschutes County Assessor since 2001 and will retire at the end of his current term in 2027.

Prior to serving as the Deschutes County Assessor, Scot served as the Wallowa County Assessor and Wallowa County Deputy Asessor/Appraiser and as a Forester.

Scot holds a Bachelor of Science in Business from Oregon State University and is a State of Oregon Registered Appraiser. Additionally, Scot has extensive education in residential and commercial property appraisals and the Oregon Property Tax System.

Beyond his long-term service as the Deschutes County Assessor Scot has served as the president of the Oregon State Association of County Assessors, executive committee of the Association of Oregon Counties, Deschutes County Audit Committee, Wallowa County Search & Rescue board member, and a committee member for Troop 18 Boy Scouts of America.
