Leadership • Integrity • Excellence
The Oregon Fire Chiefs Association (OFCA) is committed to advancing leadership, integrity, and excellence within the Oregon fire service. As stewards of public trust, our members hold a unique responsibility to serve their communities with honor and professionalism. This Code of Ethics establishes the standards and values that guide the behavior, decisions, and relationships of all OFCA members.
We pledge to uphold these principles in the spirit of service, collaboration, and continual improvement—ensuring the safety, trust, and confidence of those we serve.
Our Guiding Principles
Eight principles guiding ethical leadership throughout Oregon's fire service
Doing What Is Right
We act with honesty, transparency, and moral courage in every situation. Integrity is the foundation of our profession, guiding us to make ethical decisions even when they are difficult or unpopular. We honor our commitments and uphold the public's trust through consistent and ethical conduct.
Taking Responsibility for Our Actions
We accept responsibility for our decisions, behaviors, and the outcomes of our leadership. Accountability ensures that our actions reflect the high standards expected of fire service professionals and that we remain answerable to the communities, colleagues, and organizations we serve.
Demonstrating Competence and Respect
We exemplify the highest standards of personal conduct and operational excellence. Professionalism is reflected in our dedication to continuous learning, fair treatment of others, and the competent delivery of fire and emergency services. We represent the fire service with dignity, humility, and respect for all.
Providing Timely, Accurate Service
We are committed to delivering service that is prompt, informed, and compassionate. Responsiveness reflects our readiness to act in the best interests of our communities and our peers—anticipating needs, addressing concerns, and ensuring reliable communication.
Building Partnerships Within and Beyond the Fire Service
We recognize that success in the fire service depends on teamwork and shared purpose. We actively foster partnerships across agencies, disciplines, and communities to achieve common goals. Collaboration strengthens our capacity to protect lives, property, and the environment.
Welcoming All Voices and Perspectives
We embrace the strength found in diverse experiences, ideas, and backgrounds. By fostering inclusivity, we create an environment where all individuals feel valued and empowered to contribute. We are committed to equity and respect in every aspect of our leadership and service.
Promoting a Safety-Driven Culture
We make safety our highest priority— for our members, our communities, and those we serve. We model safe behaviors, advocate for sound risk management, and promote physical and psychological well-being in all aspects of fire and emergency service operations.
Anticipating and Adapting to Future Challenges
We champion creative thinking, progressive leadership, and evidence-based solutions. Innovation enables us to anticipate emerging risks, adapt to evolving conditions, and continually improve our practices for the benefit of Oregon's fire service and the communities we protect.
Our Commitment
As members of the Oregon Fire Chiefs Association, we affirm our commitment to these principles. We recognize that ethical leadership is essential to sustaining public trust, organizational effectiveness, and the integrity of the fire service profession.
